Description: Water Markets and Coordination Failures by Eduardo Zegarra In this study, an operating water market inside anagricultural area in Northern Chile was analyzed.The author collected information from farmers whoused this very special market during an extremedrought that lasted three years, and estimated amodel of water transactions using real data in orderto evaluate how much does this peculiar marketworked for them in terms of economic efficiency.Both static and dynamic issues are tackled in a moretheoretical modeling to show that the increasingpresence of permanent crops (mainly grapes) andcoordination failures in investments in this areawould make the water market less responsive andeffective (in efficiency terms) in the long term.The main conclusion is not to avoid the operation ofthe water market but to design better rules andregulations for improving its performance.
