This organization was based on the Counter Terrorism Teams (CTT) of the 1960's. The mission of the PRU was to exercise pressure on the political section of the Viet Cong. The Phoenix program has been a controversial undertaking. Some critics of the program believe it was design to identify members of the communist groups, classify them and then kill them.
