Preface TRANSPORTATION POLICY MAKING at the federal level has, since Confederation, been a major factor in the development of the Canadian nation, yet little is known about the structures and processes from which transportation policies emerge. The following pages are an attempt to change that situation by providing the student of Canadian public policy with a critical examination of the reorganization of the federal transport portfolio between 1968 and 1975. the problems which called forth these important changes and the policy-making structure that resulted, and continues to evolve to this day. The completion of this study would not have been possible without the unfailing cooperation of officials of the Ministry of Transport and several other federal agencies throughout the three and one half years during which I was engaged in research and writing. In tow, I conducted approximately sixty interviews with officials in several departments and agencies including the Ministry of Transport. Treasury Board, Privy Council Office, Prime Minister's Office. Ministry of State for Urban Affairs, Department of Supply and Services, Department of the Secretary of State, and the Department of Indian Affairs and Northern Development. During the course of my research I was also given access to the files both of the Task Force on the Objectives and Structures for the Portfolio of the Minister of Transport and of the Inter-trans Implementation Team, as well as certain other materials pertaining to the organizational background of the transport portfolio. Without access to this kind of data, my work would have been immensely more difficult and far less reliable with respect to the facts of complicated bureaucratic processes. My debt of gratitude is not confined to the Ministry of Transport or to the officials of several other federal government departments and agencies who assisted me. A large part of this study was first prepared as a Ph.D. thesis at McGill University where Professor J. R. Mallory provided me with constructive comments at every stage of the enterprise, and was particularly helpful in putting the events I was analysing into the context of wider problems of Canadian government and public administration. Several people, including my colleagues Grahame Beakhust, Edgar Dosman, and Thomas Hockin at York University, Professor Kenneth Kernaghan of Brock University, Professor J. E. Hodgetts of the University of Toronto, Dr. Konrad Studnicki-Gizbert, Mr. Donald Yeoman, Mr. Donald Black, Mr. Howard Darling, and my father. Mr. J. Warrcn Langford, have read all or part of the manuscript and offered valuable advice. Mr. Ivan Feltham, previously of Osgoode Hall Law School, first encouraged me to take an interest in transportation policy making.
