There are pick ups all through the skirt. It is clipped in the back on the mannequin as it would not stay on. About three inches clipped. The waist measurement is about 29” but the back is elastic and I would say fits up to about 32” waist. The skirt is heavy so if your waist is about 30” expect it to sit a little lower on hip. Fabulous skirt, it is just too big for me. The blue on the side are pockets. Any questions just ask. Skirt is 45” long
