Spring loaded latch and draw-closure button. These are made by the German manufacturer, Franzen, founded in 1833 (although actual location of manufacture varies between China, Taiwan, and Mexico). The latches are truly "industrial quality", originally purchased in the 1980s for use on protective cases for industrial electronic testing equipment. Unused, perfect.
