The law from 1955 stipulates that this medal is awarded for "services gained in the fight against the enemy for the liberation of the country, as well as services for organizing and consolidating the people's government". With the amendments to the law in 1973, its purpose was changed so that it was awarded for "merits gained in the fight against the enemy for the liberation of the country as well as for the contribution to the construction and development of a self-governing socialist society."
