RARE Green Monster Witch Victorian Hand Oddity Ring Stand Display Vntg Antique ?

This unique oddity is a really cool piece. Unfortunately, i could not find any information on it or another one; so i do not know its age or maker. It is vintage possibly antique but i can not be sure. It is green so it may have been meant to be a monster or witch, or possibly just color choice. It is dirty in crevices and is sold as is. There is paint wear as well as additional signs of age and use. The color may vary from photos due to lighting. I do not know if it is ceramic or porcelain.
