Charles Joseph Emanuel van Hulthem was Member of the Council of Five Hundred, Member of the House of Representatives, Bibliophile, Active on behalf of the botanical garden in Ghent, promoted the first flower show held in the botanical garden in Ghent, Rector of the academy and the law school in Brussels, and President of the Royal Agricultural and Botanical Society of Ghent.
