The Senator's "Letter to the Editor" was published in The Denver Post, November 9, 2001: "Most people are surprised to learn there are hundreds of veterans' memorials on public property across the United States - and even more surprised to learn that there is no comprehensive federal law to protect them. Some of these sites are nationally known, such as the Tomb of the Unknown Soldier and the Iwo Jima Memorial in Washington, D.C. Others hold a special place in individual communities, like the Colorado Veterans Monument in Denver. Sometimes these sites are the only tangible reminders we have of courageous service that was given so selflessly to our country. We can walk around them. Sometimes we can touch them. Oftentimes we can see the names of each brave American who dies in conflict. As a veteran, I am committed to making sure that not a single veterans' memorial is stripped of its dignity. This week, I proposed new legislation that would prohibit the desecration of veterans' memorials and provide for the memorials' repairs. The bill also would permit guide signs to veterans' cemeteries on federally aided highways. Under this legislation, someone who willfully desecrates an armed forces monument on public property would be fined or put in jail and be subject to a civil penalty to cover repairing the damage. Money from these penalties would go into a Veterans Memorial Restoration Fund, to which individuals and veterans' organizations could also contribute. We could thus provide for the repair of memorials without requiring additional federal funding. Our veterans, both living and lost, remind us of the dear price of freedom. The stories of their proud service enrich our lives. Veterans' memorials are gentle teachers of lessons about difficult periods in our history. We must preserve them so they can continue to tell these stories in a way that only they can.
