He expressed Japanese emotions by incorporating the techniques of ukiyo-e prints and the modern forms of Western artists. He was fascinated by the woodblock prints of Yasui Sotaro and studied printmaking. In addition to prints, he also left behind several oil paintings and ink paintings. Brief Biography 1932: Exhibited oil painting "Koenji Landscape" at the Hakujitsukai Exhibition and was selected for the first time.1933: Selected for the Tokokai Exhibition.1935: Selected for the first time at the Kokugakai Exhibition.1936: Exhibited woodblock print "Girl" at the Japan Print Association Exhibition and was selected for the first time.1937: Selected for the first time in the print category at the Kokugakai Exhibition.1944: Joined the Asahi Shimbun Company.1948: Won first prize at the Salon du Printemps Exhibition.1951: Exhibited Gaze (Flowers) at the 1st São Paulo Biennial and won the Japanese in Saint Petersburg Prize.1954: Left the Asahi Shimbun Company.1956: At the request of the U.S. Department of State and the Asian Cultural Foundation, taught printmaking in various parts of the United States and Mexico.1957: Won awards at the Ljubljana International Print Biennial and the International Exhibition of Asian and African Art.1964: Invited by the University of Hawaii.1969: Held solo exhibitions at the Art Museum of Greater Victoria in Canada and the San Diego Museum of Art in the United States.1976: Received the Fukushima Prefecture Governor's Award for Non-Residents and became an honorary citizen of Yanaizu Town.1981: Received the Order of the Sacred Treasure, Fourth Class.1995: Designated a Person of Cultural Merit.1997: Yanaizu Town Saito Kiyoshi Museum of Art completed in Yanaizu Town, Fukushima Prefecture.
