Agrégé in philosophy, he joined the Resistance and then worked as a civil servant in several ministerial cabinets after the Liberation. He was Secretary of State for a few months, between 1955 and 1956, under the Fourth Republic. He presented his candidacy for the first French presidential election called by universal suffrage in 1965. Charismatic, he led an innovative campaign thanks to television, which earned him 15.6% of the votes cast and ranked in the third square. It thus contributes to the putting in ballot of the General de Gaulle. In 1968, he became mayor of Rouen; he is then constantly re-elected until his death. Wishing to make his birthplace the "capital of the Great West", he carried out major urban redevelopments and provided the Norman city with a new tram network. He was twice Minister under the presidency of Valéry Giscard d'Estaing: Keeper of the Seals from 1974 to 1976, then Minister of Regional Planning from 1976 to 1977. Suffering from typhus and tuberculosis, he spent four months at Le Revier, escaping selection. During his "quarantine" he was severely clubbed for "stealing" two loaves of bread while on duty with Robert Gaillard. Transferred to Gross-Rosen on September 7, 1944, then - after an exhausting march - to Hersbrück on February 15, 1945, Louis Eudier finally arrived in Dachau on April 4. He was released there by the US military on the 29th of the same month. His repatriation, via Strasbourg, took place on May 19.Along with his elected mandates, Louis Eudier remained an important union leader. He sat on the executive board of the Union des Syndicats Ouvriers du Havre and its region at least from 1949 to 1967. He was its deputy secretary general from 1949 to 1962, and general secretary from 1962 to 1966. Louis Eudier was systematically elected member of the administrative commission of the departmental union CGT of Seine-lower from the congress of October 11 and 12, 1947. He did not leave it until the congress of December 1968. He was a member of the office of the departmental union CGT de Seine Inférieure from 1950 to 1968. Outgoing administrator of the primary social security fund in Le Havre, Louis Eudier was head of the CGT list during the elections of December 13, 1962. A militant cooperative member, he was re-elected member of the council of administration of the Cooperators of Le Havre in December 1949.Member of the Seine-Maritime Federal Committee of the PCF in 1953, Louis Eudier sat on the Federal Bureau between 1954 and 1957, then again on the Federal Committee until 1964. President of the local FNDIRP, always keeping in touch with the survivors of Auschwitz, he organized one of their gatherings in Le Havre.Louis Eudier was married on August 7, 1946 in Saint-Éloy-les-Mines (Puy-de-Dôme). After his death, on August 1, 1986, his name was given to a street in Le Havre and a municipal hall.
