In the process, the Skull, who is now in a cloned body of Steve Rogers complete with the Super Soldier Serum, has his face permanently turned into a red shrunken mask courtesy of his exposure to his notorious "Dust of Death". The Skull once again escapes capture. In the end of this story, Steve Rogers assumes the mantle of Captain America once again.
