c1880 unusual New York postmark 2ct banknote cover to CT [h.5743]

Description: 1880 or so cover from New York City to Norwich Ct. 2 cent banknote pair, large handstamp with barred circle killer. Wax seal on monogramed backflap; with dealer notes claiming x2 local rate (wrong) and rare pioneer machine cancel (I don't think so). That said, I don't recall seeing this marking before.
