It appears that this certificate was issued to theatrical companies in order to give them reduced fare rates for multiple passengers. It is stamped in red ink "NOT GOOD SOUTH OF CAIRO". This example was issued to "Mabel Norton Co", from what I can find in newspapers of the period Miss Mabel Norton was a regional theatre actress around the Illinois area.
