It is from the tougher Minneapolis district and has been graded Very Fine 30 by PCGS. During the depression Roosevelt ordered a bank holiday and shut down the banks for a day. At that time the BEP used paper that was slated to print nationals and printed Federal Reserve Bank notes in a hurry. This is one of those emergency notes.
