During the tenure of the Secretary of the Treasury and the Treasurer of the United States, when a piece of paper currency becomes worn, torn or defaced, it it taken out of circulation and replaced with a bill from the same Federal Reserve Bank, but the final letter, in this case, "B", was replaced by a "star", meaning this is a replacement not one is from the original series of 2003, issued during the second term of the George W. Bush administration. I am now well over 80 and these mementos of the past are more of a burden than a souvenir. I want to "downsize" before my heirs have to do it for me. I will ship it inside an envelope with a "stiffener" for extra protection in the mails.
