Just likely need to insert that one through the fender hole first to align. The included nuts hand thread on OK for a few threads. I have not "tool forced" them beyond finger tight. Rather than trying to force an 80+ year old to do something, adding washers for spacing, and just a snug up would probably be best.This isn't a structural part.
