Description: We are offering a State of New York Executive Chamber document, dated November 27, 1912, issued and signed by New York Governor John Alden Dix. (10 1/2 x 16) The document states "Pursuant to the request that the State of New York be represented in the annual Convention of the American Road Builders' Association, I, John A. Dix, hereby designate Clayton L. Wheeler of Hancock, as a delegate to represent the State at the said Convention to be held in Cincinnati Ohio, December 3-6, 1912". The document has the state seal impressed into it and is also signed by the Military Secretary to the Governor. John A. Dix (1860-1928) was Democrat governor of New York from 1911 to 1913. He created the State Conservation Commission and improved state highways. After the deadly Triangle Shirtwaist Factory fire of 1912 in Greenwich Village that killed 123 women & girls and 23 men, Dix helped pass the "one-day-of-rest-in-seven" law that limited the number of working hours for women and children and also improved working conditions in factories. **NOTE** the factory was located on the 8th, 9th and 10th floors of the building, and as was common practice at the time, all doors to stairwells and exits were kept locked to prevent workers from taking unauthorized breaks. With no means of escape, most died from the flames or asphyxiation, but many jumped out of the high windows to a quick death rather than suffer the agony of remaining in the building. Dix's new laws helped spur the growth of the International Ladies' Garment Workers Union (ILGWU) which also helped bring about better working conditions for sweatshop workers.
