The councils were responsible for building and maintaining the city’s infrastructure and enacting legislation. Established by William Penn's charter in 1691, the Common Council was elected by the free population, and so they received citizens' requests and petitions for internal improvements. The minutes reproduced in this volume span from 1704-1776. Although in need of restoration, this remains a marvelous piece of Philadelphian, Pennsylvanian, and American history.
